You are only at true peace when you have completed your goal, and there is nothing else to fight for because you have won it all, but the states lost this war, leaving some of the soldiers thinking they were at peace, when they really weren't.

Saying you want to hurt peace back means that you are not at peace, and you haven't achieved anything, because you are still fighting with it. This quote means that if you are still in a war in your mind then you are not at peace.
